(2) tied by Sining English/Chinese c.d.s. with smudged Tihwa arrival (25.4) alongside and the Provincial censor seal type 6 tied with the censor's handstamp, the address side with Sining boxed registered handstamp and large "AR". Some soiling. Paying the 29c. double registration rate. Transit time 28 days
