1923 (7 Jan.) red band envelope to Shansi province bearing 1916-19 2c. and 10c. tied by large Kitai English/Chinese c.d.s. with a second strike alongside and indistinct handstamp, the reverse with Lanchow (27.1), Taiyuan (10.2) and Sinhsien arrival (11.2) with Provincial censor seal type 2. The cover is a little soiled but shows the increased postage rate to other provinces of 12c. which was introduced in November and December 1922 but was to revert to the old rate of 9c., some covers continued to use the old rate because of the delay in the notice of rate reduction reaching some post offices.
