Charles I, Army and Naval Tribute, 1628, silver medal, by N. Briot,

In 1628, Charles petitioned Parliament for money to increase the military and naval forces of the kingdom. However, Parliament was not immediately willing to accept such a demand, having only recently financed the Duke of Buckingham's disastrous expedition to aid the Protestant cause in La Rochelle. After heated debate, the King was forced to accept the Petition of Right (effectively enabling creditors to sue the Crown in consequence of it defaulting on restitution payment), before granting him this new subsidy.
