Cecil Douglas Woodward was born in 1924, initially seeking work as a journalist but later taking up employment in the publications department for the Fire Protection Association (F.P.A.) and for the British Standards Institution. He became Assistant Director at the F.P.A. in 1970. Woodward also became involved in the City of London, being elected to the Common Council in 1971 and founding the City Heritage Society in 1973. By 1988 he had been awarded the O.B.E. for services to the fire safety movement, acting as the inaugural Director-General of the Arson Prevention Bureau and the President of the European Arson Prevention Institute. Made Chief Commoner of the City of London in 1993, he was advanced C.B.E. He latterly wrote histories in respect of the Guildhall and the Barbican, and he died in December 2016.
Sold with a quantity of original documentation, including C.B.E. warrant, housed in a gilt and glazed frame; related letters from 10 Downing Street and the Corporation of London, dated in May-June 1984, and a copy of the recipient's publication Voyage Round a Barbican Garden.
