Depeyrot attributed this mint signature to Sennheim in Alsace, Germany rather than Sens in France. This German, rather than French, attribution is supported by the only other coin listed by Depeyrot with the cross on three steps reverse being from Mainz (Dep. 577) and the Sens mint signature usually reading sennones rather than sennes as on this coin.
