Frederick Arthur Stanley, 16th Earl of Derby (1841-1908), was Conservative M.P. for Preston, 1858-65 and later M.P. for North Lancashire and Blackpool. He was appointed Governor General of Canada in 1888 holding office until 1893.

This medal was used as a prize during his term as Governor General.
