Pre-Stamp Essays 1838-39 Mercantile Committee Charles Whiting: Essay for a Post Office Permit with "specimen" above, two examples printed in pale yellowish green and in lilac, each on reverse of a page of the Mercantile report which illustrates some sensible and rather patronising reasons for the penny postage. One sheet with footnote, "Printed by C. Whiting, Beaufort House, Strand, London". Also a small printed notice requesting readers to form a petition to send to members of parliament.
